Setting up notifications for public projects

If you project visibility is set to public, the viewers cannot subscribe to your project on Lighthouse.

In order for the viewers to receive alert, project owner has to subscribe publicly.

The process is the same to subscribe to a project for users. However, the subscriptions will be made public, and viewers can see them in Notifications tab of the project page.
